Biography

Phyllis Modlin is a Director and Senior Counsel with Markel's Complex Casualty Claims team where she handles third-party casualty and construction claims (defect, product liability and bodily injury) for large construction risks involving primary and excess commercial general liability and OCIP/WRAP policies. She has extensive experience and expertise in evaluating unique claims and is extremely knowledgeable about how technology has changed in the construction industry and sees a wide range of claims and issues. She is responsible for all aspects of claims handling, including damages, liability, coverage, reserving, risk transfer, litigation management, expense control measures and claims resolution. As one of the key members of the Topics and Speakers Committee of West Coast Casualty's Construction Defect Seminar, and the co-chair of CLM's Construction Conference, she has substantial knowledge and exposure as to how claims and insurance impact the industry.
