Biography

Tom is currently the Managing Member of the Law Office of Tom J. Usery, PLLC, with offices in the Houston, Texas suburb of The Woodlands, Texas where his practice is focused in working with the insurance industry in defense of claims. Tom is the former managing partner of The Woodlands Office of Parker Straus, LLP. Since attaining his law degree in 1995 and license to practice in Texas, Tom has worked exclusively with the insurance industry and with claims and in litigation which were suspected of fraud. Beginning in 1996, Tom worked exclusively with the Liberty Mutual Group where, on behalf of his clients, he conducted more than 100 "First Chair" cases to civil jury verdict as well as Administrative determinations before the State Office of Administrative Hearings and numerous mediations. Further, as Regional Special Investigations Unit Counsel, Tom’s responsibilities included coordinating the legal/claims efforts in multiple sates while maintaining a full docket of (SIU) files. Tom has conducted over a thousand examinations under oath (EUO) which either resulted in the prompt payment of valid claims or proper denials of claims containing provable fraud.

Tom has been a speaker across the Country on numerous topics involving insurance defense, ethics, the use of experts, SIU Investigation, Bad Faith among other topics. Tom served on the prestigious Faculty for Liberty Mutual Insurance Company’s Attorney Development Program both at their Advanced Trial Advocacy Program and the Attorney Anti-Fraud Academy.

On behalf of his claims client’s Tom works closely with the SIU, claims personnel, and management in the development of effective strategies to combat fraud, arson, staged accidents and staged burglaries, medical "build up" cases, and complex medical fraud cases among others.

Prior to his legal career, Tom worked in the medical field, in the operating room and in law enforcement. Tom’s law enforcement career included assignments in Narcotic investigations, and as an accident investigator and in the Texas Highway Patrol. As a Texas State Trooper, Tom was certified as an Instructor and in Advanced Accident Investigation and Reconstruction and he taught Accident Reconstruction to numerous Trooper recruits and In-Field Troopers. He has worked cases ranging from minor auto-accidents to homicide.

Tom is a member in good standing with the State Bar of Texas. He also is an Advocate Member of the International Association of Special Investigation Units (IASIU) and their local South Chapter (TASIU) where he served on their legislative committee and currently serves as their legal counsel. He has been a member of the National Insurance Crime Bureau (NICB) Major Medical Fraud Task Force in Texas and is frequently called upon by NICB Special Agents to assist their endeavors.
