Biography

Immediately prior to becoming a judge, Panter was a full-time faculty member at DePaul University College of Law. He is the founder and was the director of DePaul's Litigation Lab, a program in which small classes of students workshop open cases with practicing lawyers. The Litigation Lab has been the subject of numerous articles, including one in the Chicago Lawyer magazine, Vol. 31, No. 5 (May 2008) and two in the Chicago Daily Law Bulletin (December 21, 2007 and January 30, 2009). He also taught Litigation Strategy at DePaul. Admitted to practice before the 7th Circuit U.S. Court of Appeals in 1979. Admitted to practice before the U.S. District Court for the Northern District of Illinois in 1982. Admitted to practice before the U.S. Supreme Court in 1984. Panter practiced with Michael Panter & Associates in Chicago from 1980-07. He previously was in private practice with Heller & Morris (1 979-80) and Panter, Nelson & Bernfield (1978-79). On September 26, 2008, Panter was appointed to an associate judgeship in the Circuit Court of Cook County. His initial term ran through June 30, 2011. He served in the 1st Municipal District until being transferred to the Domestic Relations Division on March 9, 2009 where he heard an expedited child support call. In November 2010, Panter was assigned to the Law Division Motion Calendar X, where he hears cases that involve medical malpractice allegations, construction accidents, and motor vehicle accidents, as well as some commercial cases involving contracts or fire subrogation. In June 2011, he was reappointed to a four–year term, running through June 30, 2015. Panter was transferred to the Jury Trial Section in June 2012. He is a member of the Judicial Conference of Illinois.
