Biography

J. PHIL WILBOURN II, P.E.

Mr. Wilbourn holds a Bachelor of Science degree in Civil/Structural Engineering. He is a registered professional engineer licensed in the states of Florida, Alabama, Mississippi, and Louisiana.  He specializes in cause and origin evaluations related to various types of damage including:
• Storm damage
• Structural fire damage
• Vibration damage
• Water damage
• Termite damage
• Construction defects
• Structural design defects
These evaluations cover a wide range of building types such as commercial, residential, civic, religious, hospitality, and multi-family buildings. 

With over 26 years of experience as a forensic engineer, Mr. Wilbourn has served as a consulting engineer and/or has been designated as an engineering expert witness in more than 300 legal cases. He has provided expert testimony under oath in over 130 cases, demonstrating extensive involvement in legal and forensic engineering matters. 

Mr. Wilbourn is currently the Director of the Property Practice at Rimkus, where he oversees the technical aspects of their forensic engineering services.
