Biography

J. PHIL WILBOURN II, P.E.DISTRICT MANAGER, PROPERTY CLAIMS

Phil received his Bachelor of Science degree in Civil Engineering from Tennessee Technological University. He is a Registered Professional Engineer in Florida, Alabama, Mississippi, and Louisiana.

Phil's specific areas of experience include cause and origin failure analysis, investigation, and forensic engineering pertaining to various civil engineering related systems, including single and multi-family dwellings, warehouses, office buildings, shopping centers, apartment and condominium complexes, hotels, bridges, foundations, retaining structures, swimming pools, onshore and offshore industrial drilling, production and processing facilities, concrete, pilings, masonry, roofs, building components, waterproofing details, construction materials, slabs, pavements, building codes and industry standards; storm damage; water infiltration damage; vibration and explosion damage analysis; floor slip-resistance research and coefficient-of-friction testing and analysis; construction method and contract performance disputes; and fire damage and structural salvageability.

Phil has also performed the analysis and design for a large array of offshore structural engineering, procurement, and construction projects worldwide, specifications preparation, construction and contract management and supervision.
