Biography

FultonCounty is the largest metropolitan county in Georgia with Atlanta as its county seat.  Denise McHam- Pinto, RMPE manages P&C risk management operations for Fulton County Government in Atlanta Georgia. Her focus is on contractual /coverage analysis , risk transfer strategies, complex claims, subrogation strategy setting and regulatory compliance issues in  property assets facility management. Denise believes knowledge management, the acquisition and leveraging of same is what sharpens the competitive edge. She actively advocates combining technology and human factor experience to profile and model business scenarios. She has developed the Risk Management Information System at Fulton to  be a signature tool to support decision making that is data driven and corroborated by presenting experiential knowledge and professional  expertise .

 She draws from over  twenty years of private and public sector  experience, with high skill competencies  in operational audits  and performance  metrics setting,  contracts analysis and coverage interpretation, strategy and performance setting, developing strategies for successful litigation,  subrogation and complex / claims outcomes.  Her Risk Management career was preceded by a deep rooted multi line adjusting experience with major P&C carriers in NE, SE, and CA that included stints at Home Office level direct Reporting and advising on Fidelity &Surety coverage’s and as a Senior Investigator in the Home Office  Special Investigations Unit.  Denise also enjoys the distinction of being a trailblazer recruit of the inaugural class at the  Howard University Center for Insurance Education. 

Denise oversees and auditsthe overall Risk Management Division’s Operations; directly manages the STARS Risk Management Information System’s database development and knowledge management, as well as the Litigation and Subrogation and Recovery Programs at Fulton. Denise collaborates with the Division Manager of Risk Management, Agency heads, and the Office of the County Attorney in developing programs, implementing and monitoring risk and compliance controls, policies and procedures, contract review and mitigation efforts that affect internal stakeholders and citizens.

Denise is a member and participant  with various industry and community groups including Atlanta Claims Association, National Association of Insurance Women, RIMS, including service as VP of Operations , Atlanta Chapter, and Executive Committee Member of PRIMA External Affairs Committee. She is a frequent adviser and speaker on practical risk management strategies, governance and compliance and has been a featured presenter at Public Risk Manager’s Conference (PRIMA) and CLM National Conference.
