Biography

Thomas (Tom) Dawson is the CEO & President of TD&P Consulting, Inc., a leading healthcare policy and litigation support firm in the Washington DC area. Mr. Dawson’s work as an expert on medical damages is highly regarded among legal professionals. He has served as an expert in Federal and State Court, and is a frequent speaker on medical damages, the calculation of reasonable value, healthcare costs, and the Affordable Care Act. Mr. Dawson has served as a healthcare policy expert and senior healthcare staffer on Capitol Hill. He has also served as an attorney and a health pension law specialist with the United States Department of Labor’s Employee Benefits Security Administration. For more than five years, Mr. Dawson has been a member of the District of Columbia Board of Medicine. He is frequently on to advise legal teams on issues involving medical pricing, healthcare regulation, and insurance.  To date, Mr. Dawson has supported the work of numerous litigators including those representing municipalities. He has also been retained by the U.S. Department of Justice (DOJ) to assist in the determination of medical damages. Mr. Dawson holds several advanced degrees. He is a graduate of the George Washington University School Law and the Milken Institute School of Public Health. Mr. Dawson is barred to practice law in the District of Columbia.
