Biography

Francis R. "Frank" Murphy, MAS, MA, has been a security consultant since 1985 and is currently a consultant for Law Enforcement & Management Consulting based in Sarasota, Florida.  He conducts forensic evaluations and provides pre- and post-litigation expert testimony on private security and law enforcement policy, procedures, and practices.  His areas of expertise include assessments of security in a variety of venues, including but not limited to hotels, hospitals, institutions of higher education, apartment complexes, and commercial properties such as malls and restaurants.  He also provides evaluations and testimony relating to law enforcement issues, including organizational assessments of management and policy and practices related to efficiency, effectiveness, hiring, promotional practices, and issues of training, supervision, discipline, custom and practice and use of force.

A prior patrolman and Police Criminal Justice Planner for the Paterson Police Department and a former Senior Special Agent with United States Secret Service, Frank has previously served as Adjunct Professor of Education and Adjunct Professor of Criminal Justice at Seton Hall University and as Adjunct Professor of Law and Society at Ramapo College of New Jersey.  He currently serves as Adjunct Professor of Law and Society at the State College of Florida.

Frank received a B.S. in Public Safety Administration from William Paterson College in 1974, a Master of Education from Seton Hall University in 1997, and a Master in Administrative Sciences from Fairleigh Dickinson University in 1998.  He has continued his training by attending numerous seminars, workshops, and webinars regarding a multitude of issues including Special Event Risk Assessment, Crowd Management, Preventing Violence in the Workplace, Anti-Terrorism, Policing, and various other topics related to security and law enforcement.

He is a member of the Federal Law Enforcement Officers Association, the Association of Former Special Agents of the United States Secret Service, and the National Criminal Justice Association.
